What's the difference between "charges enabled" and "payouts enabled"?

Both come from Stripe, and both need to be true. "Charges enabled" means your account can accept a donation at all. "Payouts enabled" means Stripe can actually move that money to your bank account. Stripe sometimes turns on the first before the second while it finishes verifying your bank details — if you see one enabled and not the other, check the Stripe Connect page for what it's still waiting on.
