Why did someone not get my message?

Meta has a rule for business messages: you can message someone only within 24 hours of the last time they wrote to you or tapped a button. After that, you wait until they write again.

Chat follows the rule everywhere:

• A flow step that comes after the 24 hours stops, and the person's contact page says so.
• A broadcast reaches only people inside their 24 hours when it sends. The others show as Skipped with the reason.
• A sequence step that lands outside the 24 hours is skipped and counted, and the next step still waits its turn.

People who asked to stop, or whom a teammate is answering by hand, get nothing automatic either.
